The author has studied the causes, the weakness of students in studying foreign language at present, given the relationship between language and expertise; experience and direction; measures and implementation schedule; the incentives.

Output of this topics was given, most of all students in Việt Nam are  weak at studying in foreign language, are not able to read documents and  communicate in international relationships in their professional field as well. Major elements leading to students’ weakness of studying foreign language members are splitting teaching of between foreign language and of professional subjects. To overcome this stage, it is needed to train profession in bilingual and there are measures and specific policies to ensure the implementation of this work to further improve the capacity of students in both of foreign language and expertise.
