Another reason is that enterprises are not interested in investing in science and technology. Prime Minister said in the launch ceremony of Vietnam science and technology day on May 18 last year "In the current period, the competitiveness of a country is science and technology competition and the competition of the technological mastery."

To master the technology, the role of businesses is very big. We identified investment from enterprises is the largest investment and the most powerful source for science and technology. This is the experience of developed countries, including some of our neighboring countries.

Moreover, Vietnam small scale enterprises get 10% of the profits will not be enough for them to innovate technologies or create new products. We suggested should limit to 10%, but our laws are not allowed. So now, Vietnam businesses invest in science and technology at negligible levels.

Currently, the difficulty for Vietnam businesses is a state support source that is only a small part, they have to mobilize reciprocal capitals to be able to deploy the project. Most medium and small enterprises are difficult to access loan resources. We also have to solve that problem, the  enterprise can innovate technologies.
