Ho Chi Minh City has been urgently implementing the project of smart urban construction for period of 2017-2020, vision to 2025 with four general objectives (1) ensure the speed of sustainably economic development, direction to knowledge economy, digital economy; (2) effective city management on the basis of projections; (3) improving living and working environment; and (4) enhancing organization’s and people's participation in management.

It can be seen that the Smart City will meet the needs of more accurate forecasts of the City government, and through the establishment of e-government, data sharing links to increased operational efficiency across operational areas.

With the subject of the people, the Smart City helps to provide utilities to assist people in making decisions more effectively, enhancing the interaction between the government and the people so that people participate in the monitoring process, management and construction of the city.
