It is known that Van Thinh Phat Group, Saigon Peninsula Investment Corporation and partners have mobilized 200 billion VND to finance the first phase of the program. Next, the program co-ordinator said that it would continue to call on other units to join in the process. This money will be managed by Saigon Commercial Bank and will be disbursed for the cases.

The beneficiaries are youths in difficult circumstances to start a business with the plan of using capital effectively; youths need to do business in new rural communes; Youths have the desire to do business, have idea of ​​production and business but they are lack of capital; To provide financial support to families with special difficulties and meritorious services to the revolution, Vietnamese heroic mother families selected according to the criteria of the program.

Mr. Le Thanh, director of the Institute of Organic Agriculture Economics, who coordinated the program, said that the scope of this program aimed at rural areas in order to facilitate the transfer of technology, knowledge and capital to rural areas.
