On 10 April 2019, in Quang Ninh, the National Office of Intellectual Property of Vietnam under the Ministry of Science and Technology (Science and Technology) cooperated with Quang Ninh province to organize the State Management Conference on IP in 2019. The conference was an occasion for the NOIP and IP management agencies of localities across the country together to discuss and evaluate the achievements, limitations, challenges and solutions to promote activities in this field in the coming time. At the same time, through the Conference, delegates can make recommendations to the Ministry of Science and Technology and the Government on policies to be adjusted.

Deputy Minister of Science and Technology Pham Cong Tac, former Deputy Minister of Science and Technology Tran Viet Thanh, Standing Vice Chairman of Quang Ninh Provincial People's Committee Dang Huy Hau and more than 300 representative delegates of units under the Ministry of Science and Technology, leaders and specialized officials of the Departments of Science and Technology nationwide attended.

Speaking at the opening of the Conference, Deputy Minister Pham Cong Tac said that when it comes to a nation, people, the first thing is infrastructure; Next is the intangible property of the nation, which contributes to human civilization.
