According to the plan, experts need to promote research and application of advanced technologies in monitoring and warning of rain, flood, flash flood, landslide, river bank erosion, sea flag and water supply irrigation in areas often affected by natural disasters and droughts; developing and applying new technologies and materials in construction of natural disaster prevention projects; study scientific bases for the construction of a set of natural disaster safety control indicators.

To exploit the strength of science and technology, the plan offers the task of digital forecast technology development; modernizing monitoring stations; complete the meteorological data processing software suite; scientific and technological applications to monitor changes in river banks and beaches; building databases, disaster risk mapping software, operation information, reservoir monitoring, meteorological and hydrological data processing. In this process, promoting international cooperation on natural disaster forecasting and warning will contribute significantly to improving the capacity of Vietnamese experts.
