Accordingly, the certificate of conformity is made by one of the three methods specified in Article 5 of Circular No. 28/2012 / TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology regulating on standard conformity announcement, regulation conformity announcement and mode of conformity assessment with technical standards and regulations:
Method 1: Typical sample test
Method 5: Typical sample testing and assessment of production process; monitoring through testing of samples taken at the production site or in the market in conjunction with evaluating the production process.
Method 7: Testing and evaluating lots of products and goods
Principles of application of methods of assessing conformity with standards and technical regulations are as follows:
Method 1: Apply to issue the certificate of conformity to products and goods manufactured in the line that have a quality management system certification (ISO 9001 or equivalent).
Method 5: Apply to issue the certificate of conformity to products and goods manufactured in the line without a certificate of quality management system (ISO 9001 or equivalent) but with a process of Production and quality assurance monitoring for evaluation.
Method 7: Apply for granting certificate of conformity to products and goods that are not applicable under Method 1 or Method 5.
Circular No. 10/2020 / TT-BTTTT also stipulates that the certification method must be stated in the regulation conformity certificate and as a basis for determining the scope of regulation conformity certificate and quality assurance monitoring methods of products, goods after certification.
Regarding the process and procedures for announcing the technical-regulation conformity, the Circular clearly states that for domestic-made products and goods, organizations and individuals shall prepare a dossier of announcing the standard conformity as prescribed and send one set to the address. Apply for online dossiers (Public service portal of Telecommunications Department, public service portal of Ministry of Information and Communications) or submit directly or via postal system to the Department of Telecommunications.
The Circular also regulates the processing time for dossier of announcing the technical-regulation conformity is 15 days for dossier of announcing the technical-regulation conformity and 5 days for dossier of announcing the-standard-conformity. |
