The Ministry of Natural Resources and Environment told about the management and conservation of Vietnam's biosphere reserves
At a regular press conference in the morning of July 20, the Ministry of Natural Resources and Environment said that there has been no agreement on the organization and policies for managing biosphere reserves in Vietnam.

According to MONRE, Vietnam currently has nine biosphere reserves ) recognized by the World Human and Biosphere Program (MAB - UNESCO), which are located in the plains, mountains, coastal areas and islands.

The total area of 9 Biosphere Reserve of Vietnam is more than 4 million ha, accounting for 12.1% of the country's natural area. It is also home to about 1.78 million people. The core zone covers 11% of the total area of the Biosphere Reserve (about 450,000 ha), which is home to a high concentration of biodiversity, including many ecosystem services.

According to MONRE, the Biosphere Reserve of Vietnam is under the management of various agencies. The core zone (National Park, Protected Area) is directly managed vertically by specialized ministries (Ministry of Agriculture and Rural Development; Natural Resources and Environment, Culture & Sport & Tourism).

In addition, the Biosphere Reserve will set up management boards and support units, for the Biosphere Reserve within the boundary of 1 province, the provincial authorities will approve the decision to establish the Management Board; If the inter-province is to be established by UNESCO Vietnam National Committee.

The Management Board performs the task of advising the People's Committee of the province / city to manage in accordance with the provisions of Vietnamese law and professional guidance of specialized agencies.

Ministry of Natural Resources and Environment said that, in terms of organizational structure, the Biosphere Reserve Management Boards currently have no unified organizational model. Each locality forms an organizational structure to manage the Biosphere Reserve, depending on its approach. In terms of policy, according to MONRE, there is currently no mention of the "Biosphere Reserve" in important policies and therefore has not been formally managed, only mentioned as a component of the core zone biosphere Reserve.

At present, the concept of the Biosphere Reserve is not included in the current national regulatory system; There is no unified management policy for the Biosphere Reserve from central to local levels. Even guidelines for general regulations for management of the Biosphere Reserve are still lacking.

Also according to MONRE, the management and administration apparatus of the Biosphere Reserve has a part time, depending on the specific locality, the management organization is not the same. Some areas take management apparatus at the core zone as protected areas as the core, some areas have an independent department in combination with managemet board of conservation areas. Normally, the Head of the Biosphere Reserve Management Board is the leader of the Provincial People's Committee.

Currently, the Ministry is developing and completing the Law on Environmental Protection which focuses on the content of environmental impact assessment for biosphere reserve. Accordingly, the projects with high risk of environmental pollution, landscape impacts and the environment of the Biosphere Reserve will be appraised and assessed more closely, there will be a program to assess the impact on the landscape and ecosystem.
