5 experiences in e-government implementation
Speaking at the meeting, Minister of Information and Communications Nguyen Manh Hung, Vice Chairman of the National Committee on E-Government, said about his experiences in building e-government. Specifically, the Minister stated 5 experiences in the implementation of e-government in the recent years:
Firstly, it is necessary to have a unified coordinating agency, a general operating agency to synthesize, monitor, execute, evaluate, urge and remove difficulties and etc.
Second, how to harmonize concentration and dispersion.
Third, always using the latest technology, in which digital technology is replacing IT allowing digital platforms to be deployed simultaneously, e-government is therefore also promoted faster.
Fourth, set high goals to find ways to make a breakthrough because Vietnam is a latecomer, so you must go fast and go first to have the opportunity to change rankings; only when a goal is high technology often creates a breakthrough in development.
Fifth, need a stable budget for building e-government. In Vietnam, localities, ministries and agencies can use 1% of the annual budget to develop e-government, this is the average level of the world.
Regarding the development orientation of e-government in the next period, Minister Nguyen Manh Hung said that in the first quarter of 2021 or the beginning of the second quarter of 2021, the Government will approve the e-Government strategy towards the digital government. |
