In order to strengthen the work coordination between the Ministry of Science and Technology and the Ministry of Agriculture and Rural Development in the period of 2016-2020 , the ministers of the two ministries signed the Program to promote science and technology activities ) No. 4672 / CTPH-BKHCN-BNNPTNT dated November 11, 2016. One of the important contents in the joint program is “Selecting, building and developing a number of science and technology organizations under the Ministry of Agriculture and Rural Development into a strong science and technology organization, capable of solving important national problems in the agricultural sector.”

Implementing the coordination program, the Minister of Science and Technology assigned the Institute of Science  and Technology Valuation (the Evaluation Institute) to evaluate the performance of a number of S&T organizations under the Ministry of Agriculture and Rural Development (Agriculture and Rural Development) in the last 5 years as a basis for selecting 1-2 potential S&T public institutions under the Ministry of Agriculture and Rural Development, need to focus on investment to become a strong and capable S&T organization to solve important issues of the industry and the country (Decision No. 143 / QD-BKHCN dated 31/01/2020).

On March 19, 2021, the Assessment Institute organized a working group consisting of leaders of units: Institute of Evaluation, Ministry of Science and Technology and Department of Science, Technology and Environment, Department of Organization and Personnel - Ministry of Agriculture and Rural Development, Dr. Tran Hau Ngoc, Director of the Institute of Evaluation was the leader of the delegation to work with the Institute of Agricultural Electrical Engineering and Post Harvest Technology.

At the meeting, Dr. Tran Hau Ngoc, Director of the Evaluation Institute, the head of the mission made a speech, clearly stating the purpose of the assessment and the contents to be discussed and clarified with the Institute of Agricultural Mechanical Engineering and Post-Harvest Technology to agree on the data and information provided by the Institute for evaluation purposes.

On behalf of the leaders of the Institute of Agricultural Electrical Engineering and Post-Harvest Technology, PhD. Pham Anh Tuan - Director presented about outstanding results the Institute has achieved in the period of 2015-2020, development orientation and operation plan of the Institute in the period of 2021-2025.

The mission had discussions with the Institute's leaders and related departments to clarify the content of information for the evaluation that the Institute of Mechatronics had previously provided to the Institute of Evaluation. Before the end of the meeting, the delegation visited the facilities, research equipment, and laboratories of the Institute of Agricultural Electrical Engineering and Post-Harvest Technology. With the careful and serious preparation of the participants, the meeting has obtained good results, many information is clarified and has important meanings to help the assessment be objective and accurate. It is expected that after completing the evaluation of selected organizations of the Ministry of Agriculture and Rural Development, the Evaluation Institute will report to the Leaders of the two ministries on the evaluation results and recommendations after the evaluation.
