This paradox is interpreted as latecomers can inherit, import and imitate technologies and innovations that pioneering countries have developed to quickly catch up with their predecessors, but in reality most latecomers fail, or do it very modestly - Deputy Minister of Science and Technology Bui The Duy stated in his presentation report at the State management symposium on innovation (Innovation) organized by the Ministry of Science and Technology in the afternoon of March 19 under the chairmanship of the Minister of Science and Technology Huynh Thanh Dat.
He emphasized that innovation in the broad sense or innovation in the imitation style is not "natural" but requires a certain level of capacity to absorb technology, absorb knowledge, management capacity and organizations, requiring businesses and organizations supporting the innovation in that country to accumulate the necessary knowledge base for the innovation. If production management capacity is limited, it is very difficult for enterprises to implement important innovation; Therefore, depending on different stages of development, countries will have appropriate innovation policies.
From the policy perspective, the national innovation system will provide knowledge input to the innovation process (through R&D, capacity building); creating demand for innovation (forming new product markets, creating new requirements for quality); forming components of the innovation system (forming and changing organizations directly participating in innovation; promote mutual learning, build networks and link knowledge; creating and forming institutions); Support companies that are innovating, through incubation, financing and consulting (incubating, providing finance, providing consulting services). According to Deputy Minister Duy, in Vietnam, the innovation system is forming, in which, a number of entities, institutions and links have appeared and operated, but many other institutions, entities and links are still lacking.
Along with the speeches of Deputy Minister Bui The Duy, the reports of leaders of some units under the Ministry have shown the general picture of the innovation in Vietnam, from state management activities on the innovation in Vietnam to important strategic changes aimed at addressing the weaknesses of the national innovation system.
Accordingly, the State management activities of the Ministry of Science and Technology on innovation are organized in the form of programs, projects and research projects using the state budget (from defining tasks, to selecting and implementing, acceptance assessment, dissemination, transfer of research results, etc.) are carried out throughout the period. |
