If at the previous Party Congress, the concept of digital transformation, digital economy has not been mentioned, at the XIII Congress of the Party, this concept has been mentioned many times in both goals and strategies. Thus, it can be seen that digital transformation plays an important role in the Industry 4.0 and the process of applying digital transformation will be different in different fields.

Minister of Science and Technology Huynh Thanh Dat said that in the Resolution of the XIII Congress of the Party, digital transformation, science and technology and innovation are really considered as the driving force for socio-economic development. The major documents of the Party, the policies of the State, the Government all give the task of continuing to promote the development of the digital economy, the digital government.

The Minister said that the Ministry of Science and Technology will identify the implications of digital transformation, state management of digital transformation and raise issues that need to be addressed. The Minister also noted that a number of units need to have early transformation activities, strongly deploy information technology application activities. In order to have plans and strategies for implementing this activity in the coming time, the Minister has have specific requirements with a number of involved agencies.

Sharing about this issue, Mr. Bui The Duy, Deputy Minister of Science and Technology, said that digital transformation is essentially innovation activities of an organization or an enterprise. For example, when we carry out digital transformation, innovation with textile technology or sewing technology, we also need to take steps to buy technology lines, innovate technology processes at the highest level of enterprises, need to change in terms of management, organization, and process.

All steps when we support innovation enterprises are similar to those when implementing digital transformation, from applying, transferring technologies, researching new technologies and transforming from organizational structure, working way, management process, creating new methods, new products. In other hand, digital transformation is innovation using digital technology ”, emphasized Deputy Minister Bui The Duy.
