The Ministry of Science and Technology and the Vietnam Union of Science and Technology Associations signed a cooperation program for the period of 2021 – 2030
In the afternoon of May 14, in Hanoi, the Ministry of Science and Technology and the Vietnam Union of Science and Technology Associations (VUSTA) held a conference to evaluate the cooperation program of the two agencies in the period of 2016 - 2020 and the Signing Ceremony of the Cooperation Program for the period of 2021 - 2030 with the aim of gathering, uniting, and promoting the intellectuals in the development of the country.


Mr. Huynh Thanh Dat and Mr. Phan Xuan Dung represented the Ministry of Science and Technology and VUSTA to sign a cooperation agreement for the period of 2021 - 2030.

Attending the signing ceremony, on the side of the Ministry of Science and Technology, there were Mr. Huynh Thanh Dat - Member of the Party Central Committee, Secretary of the Personnel Committee, Minister of Science and Technology; Mr. Nguyen Hoang Giang - Deputy Minister of Science and Technology and leaders of some units under the Ministry of Science and Technology.

On VUSTA's side, there were Mr. Phan Xuan Dung - Secretary of Party Union, Chairman of VUSTA; Mr. Pham Quang Thao – Vice Chairman of VUSTA; Mr. Nguyen Quyet Chien - General Secretary of VUSTA and representatives of leaders of departments under VUSTA.

On the side of the Central Propaganda Department, there was Mr. Phung Xuan Nha, Deputy Head of the Central Propaganda Department.

Many positive changes after 5 years of implementing the Cooperation Program

Speaking at the conference, Mr. Phan Xuan Dung, President of VUSTA said that, with its great position, role and responsibility, VUSTA has always maintained as a common home for Vietnamese intellectuals, gathering a team of S&T intellectuals. The whole country participates in consulting, criticizing and contributing ideas for policy making, law enforcement in general and policies and laws on science and technology in particular.

In those results, there is an effective contribution of the close cooperation between VUSTA and the Ministry of Science and Technology. The cooperation program has also spread to the Departments of Science and Technology and local Unions of Associations to promote local support and cooperation through activities related to consultation, criticism and social assessment; communication and dissemination of S&T knowledge; activities of honoring knowledge, honoring inventors and technical innovators of the VIFOTEC Foundation.

Typically, VUSTA has gathered the contributions of scientists to put content on Communication and dissemination of scientific and technological knowledge in Article 48 of the Law on Science and Technology 2013; Decision No. 14/2014/QD-TTg on consulting, criticism and social assessment activities; Decision No. 501/QD-TTg of the Prime Minister on the pilot organization of the Professional Scientific Forum of Knowledge and comments on many draft mechanisms and policies related to science and technology.

Besides, the Ministry of Science and Technology, together with its S&T system, has created favorable conditions for VUSTA's member associations and S&T organizations to participate in many S&T tasks; at the same time, facilitate and simplify registration procedures for S&T activities, contributing to non-public S&T intellectuals operating more and more effectively.

Especially, with a large network covering all localities, in the recent years, VUSTA's member associations and organizations have implemented many activities on science and technology, honoring intellectuals from central agencies to associations members, drawing many valuable lessons from the organization and implementation, rich models and effective implementation in practice.
