Besides, building a strong industry with new production capacity, self-reliance and adaptability, high resilience, step by step mastering core technology, background technology of foundation industries, priority industries, spearhead industries; agriculture develops quickly and sustainably in the direction of ecology, strongly applying advanced science and technology; service industries were restructured synchronously and effectively on the basis of modern technology, digital technology with significantly improved quality, efficiency and competitiveness, forming many new service industries, high added value.

Specifically, for the period of 2023-2025: Enhance the contribution of science, technology and innovation to economic growth through research activities, application of scientific advances and technological development, activities of technological innovation, improvement of administrative and organizational capacity in enterprises; Strive to regularly spend the provincial budget for science and technology in the province, equal to or higher than the annual allocation of the Central Government; The average contribution rate of total factor productivity (TFP) to the province's GRDP growth in the period 2023-2025 will reach 45-47%; 100% of new investment projects in the province, on the list of technology appraisal are appraised according to regulations;

By 2025, human resources for scientific research and technology development (full-time conversion) will reach 12 people per ten thousand people; Forming the Innovation Center of Bac Ninh Province (Incubator, start-up, creative start-up area, technical facilities to support supporting industries and high technology, co-working area to support enterprises). Support about 10 innovative start-up projects and 12 science and technology enterprises according to the Plan No. 432/KH-UBND dated September 12, 2022 of the People's Committee of Bac Ninh Province on Supporting the development of science and technology enterprises by 2025
