MoU signing ceremony in the field of standardization, conformity assessment, accreditation, measurement and Halal
On August 9, 2023, in Tehran, Iran, the Directorate for Standards, Metrology, and Technology, the Ministry of Science and Technology and the Iranian National Standards Organization (INSO) agreed to sign a memorandum of cooperation in the field of areas of standardization, conformity assessment and accreditation, measurement and Halal.


The signing ceremony of the Memorandum of Understanding took place solemnly with the witness of Vietnam National Assembly President Vuong Dinh Hue and Chairman of the Committee for Foreign Affairs and National Security of the National Assembly of Iran.

Mr. Ha Minh Hiep, Deputy Director in charge of the Directorate of Standards, Metrology and Quality and Mr. Hassan Khanezar, President of the National Metrology Center of Iran, represented the two agencies to sign a memorandum of understanding. The signing ceremony of the Memorandum of Understanding took place solemnly in the presence of President of the National Assembly of Vietnam Vuong Dinh Hue and Chairman of the Committee for Foreign Affairs and National Security of the National Assembly of Iran.

INSO is the only authoritative organization in the country to develop and publish national standards. INSO is the official regulatory body responsible for policy making, good supervision in the field of standards, guiding the standard system and ensuring the quality of goods and services.

INSO's predecessor was the Iranian Industrial Research and Standards Institute (ISIRI) which was established in 1960 under the Ministry of Industry, Mines and Trade and joined the International Organization for Standardization (ISO) in the same year. Since 2011, after the ISIRI Amendment Law was passed by the Iranian Parliament, ISIRI was officially upgraded to INSO and placed under the direct supervision of the President of the Islamic Republic of Iran. In terms of organizational structure, INSO consists of 25 affiliated units and local branches.

The signed bilateral MoU is an important basis for the two Parties to implement practical cooperation activities in the coming time, especially activities related to training, sharing of experiences in standardization management and evaluate the conformity of Halal products, proceed to sign a mutual recognition agreement between conformity assessment organizations for Halal products. Thence, this technical cooperation is expected to contribute to promoting economic-trade relations as well as the friendly relationship between Vietnam and the Islamic Republic of Iran.

On this occasion, Mr. Ha Minh Hiep visited INSO headquarters in Tehran. The two sides agreed to immediately implement a number of important activities, especially related to the exchange of information on standards, certification, and accreditation of certification organizations for Halal products.
