High productivity and quality of products and goods based on applying solutions on standards, technical regulations, advanced quality management systems, advanced productivity and quality improvement tools, and etc. contributing to increasing the contribution of total factor productivity (TFP) to economic growth, improving productivity, quality, efficiency and competitiveness of the local economy to meet integration requirements internationally in the context of the Fourth Industrial Revolution;

Promote the improvement of productivity and quality of businesses associated with improving the province's competitiveness and sustainable development, ensuring legal regulations on safety, health, environmental protection, and energy saving, information security and social responsibility.

This plan applies to all organizations and enterprises operating in production, business and services of all economic sectors (except FDI enterprises) with business registration in accordance with the law. Priority is given to small and medium-sized enterprises and enterprises that produce products and goods in priority industries and key industries of the province (such as flour, sugar, shoes, clothes, tires, bricks, cement, etc.), products, key export goods, supporting industrial products, participating in global value chains.
