Financial investments for the activities of the Ministry of Science and Technology of the provinces/cities are receiving increasing attention, the funding for the ministry of science and technology is increasing as well as the counterpart for the implementation of scientific and technological tasks at the national level supported by the state budget.

This shows that many localities and enterprises have paid great attention to scientific and technological activities to improve productivity, product quality and competitiveness.
The career expenditure of science and technology announced by the Central Government in 2023 is 3,291 billion VND (higher than VND 96 billion in 2022); the provincial/city approved 4,098,9 billion VND, reaching 124.5% of the central budget announced.

The provinces with higher capital distribution than the typical announcement include: Quang Ninh has allocated a career funding of science and technolgy that is 2.8 times higher than that of the Central Government; Thanh Hoa (2.0 times); Ba Rịa-Wung Tàu (1,8 times); Ban Tre, Lao Cai (1,6 times), and etc.

Overall, locals continue to spend between 60 and 65% of their HR & CN career expenditure on applied research and technology development. According to local reports, provincial and base-level HR & CN missions are also being implemented in order to improve the effectiveness of application into practice to serve the objectives, KT-XH development tasks, create new products, in the direction of product value chain, focus on mainstream products, products with local advantages; suggest solutions to promote the application of advanced technology into production and life.

The report also said that in recent years, socialization in scientific research and technological development has been increasingly strengthened. The Ministry of Science and Technology and local authorities are actively implementing many solutions to effectively mobilize resources outside the state budget for science and technology, innovation activities.
