Technology incubators: Drivers of policy communication development
Incubators and technology businesses are groups that create products, design platforms according to readers' needs, interact and retain people and businesses, participate in receiving messages as well as directly creating messages.

In the context that policy planning and communication agencies in Vietnam do not pay much attention to future communication technology and do not have a strong research and development (R&D) department, the role of technology incubators is extremely important. These organizations not only incubate technology businesses but also promote innovation, encourage the development of a management ecosystem with product thinking, thereby creating advanced and effective policy communication products.

Incubators and technology businesses play a central role in creating products, designing platforms according to audience needs, and interacting with people and businesses. They retain and motivate business people to participate in receiving and creating policy communication messages.

To develop a digital ecosystem in policy communication, it is necessary to position businesses as the center of innovation and digital transformation of policy communication. The state needs to promote human resource training with systems management thinking and digital application in policy communication. At the same time, agencies need to create conditions for private enterprises to participate in policy communication activities and develop platform technology to store, exploit and disseminate data.
