At the Conference, union members and youths of departments, districts, and Thu Duc city shared and discussed Ho Chi Minh City's policies, such as Project to build promotion mechanisms to form and develop a research center that meets international standards; Resolution No. 19/2023/NQ-HDND: Incentives on salaries, wages and other benefits; remuneration for performing scientific and technological tasks; Resolution No. 20/2023/NQ-HDND: Non-refundable support from regular expenditures of the City budget for costs of incubating innovation projects and creative startups; Resolution No. 13/2023/NQ-HDND dated September 19, 2023 of the People's Council on expenditures for implementing the Project "Supporting the national innovation startup ecosystem until 2025" in Ho Chi Minh City.

In addition, union members and youths are also updated with important information about Resolution No. 19/2023/NQ-HDND dated November 11, 2023 of the Ho Chi Minh City People's Council stipulating criteria, subjects, and conditions, spending on salaries, wages, welfare regimes and other preferential policies for leadership positions in public science and technology organizations and remuneration for performing science and technology tasks, along with the Project to build a promotion mechanism to form and develop a research center that meets international standards (Decision No. 5721/QD-UBND dated December 11, 2023).

Accordingly, union members and youths will need to learn, improve capacity and well implement steps to control the implementation process of science and technology programs and projects, such as financial management, progress monitoring, and apply information technology in the management process and evaluate implementation results according to set criteria.
