Deputy Minister of Science and Technology Hoang Minh spoke at the Workshop.
The information was given at the Workshop on Guidelines for collecting and providing databases and supporting documents for calculating the PII Index in 2024 organized by the Ministry of Science and Technology from August 1-2, 2024.
In order to carry out the tasks assigned by the Government, the Ministry of Science and Technology has coordinated with the World Intellectual Property Organization and relevant agencies to develop a pilot PII Index in 2022 and has been officially assigned by the Government to deploy it nationwide since 2023. On January 5, 2024, the Government issued Resolution No. 02/NQ-CP on key tasks and solutions to improve the business environment and enhance national competitiveness. It stipulates that the Ministry of Science and Technology shall preside over and coordinate with relevant ministries, branches and localities to deploy and publish the PII Index; People's Committees of provinces/cities under the Central Government shall allocate resources to implement the PII Index.
Speaking at the workshop, Deputy Minister of Science and Technology Hoang Minh emphasized that the PII Index provides a picture of the current socio-economic development status based on science, technology and innovation of each province/city nationwide. Currently, PII is the only comprehensive and multi-sectoral index reflecting the overall socio-economic status. Ranking the PII Index is not only about rankings, but through institutional, human, business environment indicators, and etc. to research and development, localities can recognize the conditions that help promote socio-economic development. |
