Removing institutional barriers of science and technology development

In the afternoon of January 20, at the Party Central Committee headquarters, the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation held its first meeting under the presiding of General Secretary To Lam.

At this meeting, the General Secretary requested the Steering Committee to deploy tasks with focus and key points, paying special attention to removing institutional barriers to promote science and technology development, according to the core contents of Resolution No. 57-NQ/TW. He also emphasized the need to listen to the opinions of leading experts, thereby discovering and solving urgent and fundamental problems, and carrying out tasks promptly and clearly.
Also at the meeting, the General Secretary mentioned that the structure of the National Advisory Council needs to ensure a reasonable ratio between scientists and leading experts, with priority given to those with prestige and outstanding achievements. At the same time, he requested the participation of businesses and managers to improve practicality. He highly appreciated the development of a set of indicators to monitor and supervise the progress of the implementation of Resolution No. 57-NQ/TW, and requested that it be completed and put into use in the second quarter of 2025 to assess actual results and promptly handle arising issues.
Regarding the key tasks that need to be carried out immediately in the first quarter of 2025, the General Secretary requested the Standing Secretariat to work with the Chairman of the Central Committee of the Vietnam Fatherland Front toa develop an action plan to implement Resolution No. 57-NQ/TW. He also assigned the Head of the Central Organization Committee to guide the consolidation and arrangement of scientific and technological experts at Party committees at all levels. In addition, the Government Party Committee needs to review and supplement the Power Plan VIII, effectively exploit renewable energy, such as wind power and solar power, nuclear power projects and preserve minerals, especially rare earths. The Prime Minister is also assigned to launch an emulation movement to implement the Resolution throughout the entire political system and reform the financial management mechanism for science and technology, with the goal of improving the quality of human resources, especially scientific and technological talents, in order to attract high-quality human resources to work and settle in Vietnam.
