Hanoi: Current situation and solutions to support the innovation activities of non-professional inventors

Over the years, Hanoi has witnessed a rise in amateur inventors who have created products of high value and commercialization potential.
|
However, to maximize the potential of this team, the current state of support for innovation activities needs to be studied and improved. According to the OECD FRASCATI Manual, research and development personnel are divided into three groups: researchers, technical staffs and research support staffs, reflecting the diversity of the workforce involved in this field.
In Vietnam, science and technology human resources are often understood to include five main components. The first is research staff in public organizations; the second is technicians and engineers working in these units; Followed by state management officials on science and technology from different levels, along with Vietnamese intellectuals abroad and foreign experts working in Vietnam.
The Vietnamese Party and State always pay attention to research and development of technologies, while encouraging dynamism and creativity from the people. Many policies have been issued to promote innovation activities, such as the Law on Science and Technology and programs to support the development of intellectual property. Activities such as the inventor competition have also created a favorable environment to honor and encourage innovations, contributing to the country's sustainable socio-economic development. To continue to promote the potential of non-professional inventors, more effective support measures are needed, from training and consulting to connecting with the market and expanding product commercialization opportunities.
