Amending and supplementing regulations on training on inspection, calibration, testing of measuring instruments and measurement standards
Before 2015, the Directorate for Standards, Metrology and Quality (now the National Committee for Standards, Metrology and Quality) issued guidelines on the development and promulgation of Vietnam's technical metrology documents (VMS) as well as the organization of training in inspection, calibration and testing of measuring instruments.


However, this process has encountered many problems. Specifically, current regulations have not been updated promptly with new legal requirements after the Law on Measurement 2011 was issued. The combination of updating technical documents and training technicians has not been focused on, and the application of technology in the development of measurement documents is still weak, not meeting the requirements of digital transformation.
In the field of training in inspection, calibration and testing of measuring instruments, Decision No. 473/QD-TDC issued on April 17, 2015 replaced previous regulations and applied the latest requirements from the Law on Measurement.
However, difficulties still exist, such as the lack of clear regulations on training programs, textbooks, and lecturer responsibilities. Although Decision No. 473 has met most of the management requirements, with changes in legal documents since 2016. It is necessary to amend this regulation to improve the quality of metrology training.
The revision and improvement of regulations on the construction of Vietnam Standards and training and inspection work will help improve the quality of management and technical measurement services. The replacement drafts have been updated according to current legal regulations, supplementing important contents, and clarifying related processes and responsibilities. These changes not only improve the state management capacity of measurement and consumer rights protection but also support economic development. The completed measurement system will create the premise for the application of science and technology, improve the national measurement infrastructure and meet international standards, thereby promoting sustainable development and international integration of Vietnam in this field.
