Ho Chi Minh City carried out 6 groups of tasks to develop the semiconductor industry and human resources in the industry.


To realize the goal of making Ho Chi Minh City a leading semiconductor industry center, the action plan is divided into six key task groups. First, the city focuses on building and implementing specific mechanisms and policies, creating an attractive investment environment through incentives, resource mobilization and a mechanism for sharing laboratories. attract at least 20 investment projects, including the construction of a national shared semiconductor laboratory at Ho Chi Minh City National University.
High-quality human resources are the key factor, therefore, Ho Chi Minh City will implement at least 10 training programs, with the goal of training 9,000 university-level or higher human resources, while attracting domestic and foreign experts and scientists to participate in teaching and research. Research and development (R&D) is also given special attention through the construction and implementation of the science and technology program for the period of 2025-2030, expected to create prototype products and expand international cooperation with at least 5 partners in the semiconductor field.
In addition, Ho Chi Minh City will develop a startup and innovation ecosystem, incubating startups in the semiconductor and core digital technology industries, through support and capacity building programs. Finally, communication work will be promoted through STEM programs, competitions and awards, to spread the spirit of creativity and innovation in the semiconductor industry.
