Vietnam strives to turn the situation around, transform the state of semiconductors and artificial intelligence
The policy forum "Vietnam proactively develops the semiconductor and artificial intelligence industry in the new era" was held on March 14, 2025 in Hanoi, with the participation of Prime Minister Pham Minh Chinh.


The event was organized by the National Innovation Center (NIC) in collaboration with Aitomatic (USA) and attracted leaders from many ministries, departments, research institutes, universities, domestic and foreign enterprises, and international organizations. In his speech, the Prime Minister emphasized that Vietnam needs a comprehensive and international approach to sustainable development, and proposed the principle of "1+1 must be greater than 2" to promote cooperation, affirming the importance of cooperation alongside individual efforts, and stating the determination to build Vietnam into a high-income developed country by 2045.
Regarding the development of the semiconductor and artificial intelligence industries, the Prime Minister pointed out three important factors: institutions, infrastructure and human resources. He said that institutions are "the bottleneck of bottlenecks" but also "the breakthrough of breakthroughs". Vietnam aims to achieve GDP growth of 8% or more by 2025, while reforming administrative procedures by cutting at least 30% to reduce costs for businesses and people. The Prime Minister affirmed that although this target is challenging, Vietnam will make every effort to improve people's lives and develop the country's economy.
The Prime Minister also said that human resources are the biggest challenge Vietnam is facing, but the country is actively training 100,000 engineers in the fields of semiconductors and artificial intelligence, in a high-quality direction and using English as a second language. He stressed the importance of international integration and cooperation, calling on partners to support technology transfer, especially in research and development. The government committed to creating favorable conditions for foreign enterprises, while promoting Vietnamese enterprises to participate in the global supply chain and build international financial centers. The Prime Minister called for turning commitments into concrete actions, with the spirit that development must be associated with bringing practical values to the global economy and people's lives.
