This plan aims to effectively implement the microchip industry development program at the High-Tech Park, according to Decision No. 3686/QD-UBND and the strategic framework for developing Vietnam's semiconductor industry to 2030. Specifically, the program will complete important mechanisms and policies to promote the microchip industry, including the establishment of a microchip human resource training fund and a venture capital fund in this area. The city also aims to master technology from design to manufacturing of MEMS environmental sensors and form an international-standard Semiconductor Microchip Research Center.
In addition, Ho Chi Minh City will upgrade the Training Center at the High-Tech Park into an international standard facility, investing in infrastructure, such as laboratories, workshops and advanced technology for specialized training. The project also includes upgrading the Business Incubator into an Innovation Center, creating a platform to connect and develop Vietnamese intellectual products. Key tasks include research and development of microchip technology, business incubation, and strengthening international cooperation in this field. The total budget for 2025 is estimated at about 6.7 billion VND, funded from the state budget.
In addition, the Ho Chi Minh City People's Committee has also established a Steering Committee and a Working Group for the National Science and Technology Research Competition for high school students in the 2024-2025 school year. The Steering Committee, consisting of 22 members, headed by Vice Chairwoman of the City People's Committee Tran Thi Dieu Thuy, will be responsible for disseminating and guiding the organization of the competition to ensure honesty and objectivity, as well as creating favorable conditions for students to participate. The organization's funding will be guaranteed from the city budget, and additional funding may be mobilized from legal social sources. Ton Duc Thang University will coordinate with the Department of Education and Training in the organization, including preparing facilities and equipment to support the competition.
