The goal is to apply digital technology, combined with traditional methods, to ensure the provision of legal information more quickly, accurately and conveniently. In particular, Project 766 strives for at least 80% of urban residents and 60% of rural residents to have access to legal information through digital databases. The first period from 2025 to 2027 will focus on perfecting institutions and policies, upgrading the National Legal Dissemination and Education Electronic Information Portal and building a shared data warehouse.

From 2028 to 2030, the Electronic Information Portal will be upgraded to ensure its central role in providing legal information to citizens and businesses. Digital databases will be standardized and updated regularly, with the goal of at least 90% of urban residents and 70% of rural residents being able to access legal information online. The project also requires that 100% of officials and civil servants be trained in digital transformation, of which 90% of training activities will take place online, to improve the capacity of the team carrying out legal dissemination and education.

To achieve this goal, Project 766 has proposed 10 specific solutions, including raising awareness of digital transformation, perfecting policies and institutions, and building appropriate human resources to carry out this work. In addition, the Project also focuses on applying artificial intelligence in creating content and developing support tools for officials working in disseminating and educating the law. In particular, the solutions will be adjusted to suit each locality, especially ethnic minority areas and areas with socio-economic difficulties, to ensure fairness in access to legal information for everyone.
