The Law has clearly systematized concepts, distinguishing between standards (voluntary) and technical regulations (mandatory), and at the same time stipulating that national regulations are the only ones to avoid overlap and facilitate businesses. In particular, the Law for the first time codifies "technical barriers to trade", clarifies the principles of standard development, and ensures that they do not hinder the process of international integration.
The Law focuses on expanding socialization, building policies to promote investment, improving research, development and conformity assessment capacity, training high-quality human resources, and encouraging the participation of the community and businesses, especially through public-private partnerships. In particular, building a national standards strategy and a national database on standards, measurement and quality will help the standards system to be synchronized, suitable for digital transformation and sustainable development, and enhance transparent and effective management.
In addition, the law clearly stipulates the plan for developing, reviewing and amending standards in line with development goals, and has a mechanism to shorten the process in emergency situations, such as natural disasters or epidemics for quick response. The new provisions also enhance the role of organizations and individuals participating in developing standards, encourage initiatives and public contributions. Chapter IV on conformity assessment has also been comprehensively revised, ensuring transparency, no discrimination between domestic and imported products, reducing costs, and expanding the agreement on recognition of international assessment results, facilitating exports and enhancing international confidence in Vietnamese goods. |
