Promoting sustainable agricultural and rural development.
The Government issued Resolution No. 85/NQ-CP dated April 4, 2026, on the Government's Action Program to implement Conclusion No. 219-KL/TW dated November 26, 2025, of the Politburo on continuing to implement Resolution No. 19-NQ/TW dated June 16, 2022, of the Central Committee of the Communist Party of Vietnam (13th term) on agriculture, farmers, and rural areas until 2030, with a vision to 2045.


Promote the restructuring of the agricultural sector, improve productivity, quality, and value of agricultural products.

The Resolution requires: Based on their assigned functions, tasks, and powers of state management, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and cities must closely adhere to the orientations, tasks, and solutions of Resolution No. 19-NQ/TW and Conclusion No. 219-KL/TW, and Government Resolution No. 26/NQ-CP dated February 27, 2023, which promulgates the Action Program to implement Resolution No. 19-NQ/TW, and focus on directing and organizing the full, comprehensive, and effective implementation of the following seven key tasks and solutions:

1. Innovate communication methods, unify understanding and action regarding agriculture, farmers, and rural areas, linking them with environmental protection and efficient resource management and utilization.

2. Review and fully improve institutions and policies on agriculture, farmers, rural areas, resource management, and environmental protection, creating new impetus for development.

Clearly define the roles of local governments at all levels in organizing and implementing policies and guidelines on agriculture, farmers, and rural areas; strengthen decentralization and delegation of power in the field of agriculture, farmers, and rural areas; and, in conjunction with improving institutions, ensure compatibility with the two-tiered local government model and enhance the responsibility and proactiveness of local governments.

3. Promote the restructuring of the agricultural sector, improve productivity, quality, added value of agricultural, forestry, and fisheries products, and enhance the efficiency of production and business.

*A strong breakthrough in building a synchronized and modern agricultural, rural, resource, and environmental infrastructure.

4. Enhance the role, status, and capacity for self-governance, and comprehensively improve the lives of farmers and rural residents.

5. Develop rural areas in a modern and smart direction, linked to the process of industrialization and urbanization; transform the growth model. Achieve harmony between economic development, cultural and social development, and environmental protection, closely integrating infrastructure investment, improving quality of life, and preserving cultural identity.

Implement multidimensional and inclusive poverty reduction, ensuring social security, gender equality, improving income, quality of life, and access to basic services for the people.

To comprehensively develop ethnic minority and mountainous regions; to narrow the development gap between regions, areas, and population groups, especially ethnic minority and mountainous regions compared to other regions; to consolidate national unity, enhance the trust of ethnic minorities in the Party and the State, and preserve and promote the fine cultural identity of ethnic minority communities.

6. Continue to improve and make strong breakthroughs in building a synchronized and modern agricultural, rural, resource, and environmental infrastructure; increase investment from the state budget and mobilize all social resources to participate in investment.

7. Improve the efficiency of resource management and utilization, protect the environment, and enhance the ability to adapt to climate change.

Accelerate the implementation of agricultural sector restructuring.

Specifically, in order to promote the restructuring of the agricultural sector, improve productivity, quality, added value of agricultural, forestry and fisheries products and the efficiency of production and business, the Resolution states:

Restructuring sub-sectors, sectors, and within each sector in a substantive and effective manner, linked to reforming the growth model through enhanced application of science and technology, digital transformation, promoting innovation, improving productivity, quality, efficiency, competitiveness, autonomy, adaptability, and resilience of the economy.

Promote the transformation of agricultural production towards higher efficiency, shifting from low-value to high-value agricultural products; convert low-yield, single-crop rice-growing areas to the production of crops or livestock with higher economic value; focus on building large, sustainable, climate-resilient, low-emission raw material areas for key national and provincial products.

Developing ecological, efficient, sustainable, transparent, and responsible agriculture linked to environmental sustainability; implementing multi-value integration aimed at maintaining national food security and protecting the ecological environment; encouraging the development of green, organic, and circular agriculture; focusing on developing large-scale commodity agriculture, applying high technology, and exploiting and processing in a way that adapts to climate change and meets international standards; maximizing the potential and advantages of each region and locality. Developing cooperative economics and supporting linkages along the value chain. Developing new forms of cooperation in agriculture.

Reorganize production into specialized farming areas, linked to geographical indications, traceability, and the establishment of codes for growing and raising areas... to meet market demands; implement the transformation of the food system towards a "green," low-emission, and sustainable direction through promoting the development and application of science and technology, and innovation in agricultural production.

Promote sustainable aquaculture and fisheries; focus on definitively addressing EC recommendations to lift the "Yellow Card," and strictly prevent and punish illegal fishing by vessels operating outside Vietnam's territorial waters.

Continue to strengthen and develop the collective economy and cooperatives effectively and modernly, linked to value chains and sustainable livelihoods in rural areas. Prioritize support for agricultural cooperatives applying high technology, digital transformation, linking production and consumption with businesses; agricultural cooperatives participating in the development of concentrated agricultural raw material areas…
