Opening the way to breakthroughs through digital technology
In the spirit of the new spring – the first spring on the path of unification – Can Tho City enters a new phase with the determination to accelerate digital transformation and the application of artificial intelligence (AI) as key driving forces. The expansive development space creates conditions for the city to attract resources, promote key projects, and build a smart city foundation. With the support of technology corporations, Can Tho is gradually improving its digital infrastructure, developing data, and expanding services for citizens and businesses, affirming its modern and sustainable path in the digital age.


A new milestone on the digital platform.

According to the Department of Science and Technology of Can Tho City, Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and digital transformation at the national level, creates favorable conditions to help Can Tho City promote its role as the center of the Mekong Delta region. The city is implementing digital transformation in 2025 according to Resolution No. 02-NQ/TU dated August 4, 2021, of the City Party Committee on digital transformation until 2025, with a vision to 2030, and adjusted plans to ensure consistency with the new development orientation.

Mr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, emphasized that from July 1, 2025, when the two-tiered local government model comes into operation, the workload at the grassroots level will increase significantly. With the orientation of "putting the people at the center," the city is focusing on completing digital infrastructure, data, and shared platforms. As a result, the digital transformation process has shifted from the "startup" phase to the "acceleration" phase, affirming modern, transparent, and efficient governance capabilities, consolidating its role as a regional center, and aiming for better services for citizens and a sustainable development environment for businesses.

Thanks to the persistent efforts of the science and technology sector and the entire city, Can Tho City's digital infrastructure is constantly improving, creating a new look in this spring of development. This includes: expanded telecommunications infrastructure and 5G coverage, providing stable connectivity for public services and smart urban management; a dedicated data transmission network deployed synchronously to all government agencies; and enhanced IT infrastructure down to the commune level, contributing to improved operation of public administrative service centers. The Intelligent Operations Center (IOC) is being perfected to connect in real time with specialized platforms, effectively supporting data-driven management and direction – a significant step forward in modern urban governance.

In the digital data pillar, the shared data warehouse has been operating stably; data is standardized, integrated, and interconnected with the national database. Open data is being gradually provided to serve the needs of management, research, and innovation. Data-driven governance models are being increasingly applied, helping to monitor and evaluate tasks more accurately and effectively. The field of digital government has also seen many significant changes. The information system for handling administrative procedures has been upgraded, and many full-process online public services have been integrated with the National Public Service Portal. Electronic payments and electronic identification have been promoted, creating convenience and transparency; the percentage of online applications processed and the level of citizen satisfaction are increasing daily, adding a fresh spring atmosphere to the city's administrative life.

Regarding the digital economy, Can Tho City supports small and medium-sized enterprises (SMEs) in applying digital platforms, electronic invoices, contracts, and AI in management and production. Many model projects in digital agriculture, digital tourism, and e-commerce have been established, opening up new development directions. The city is also promoting the Can Tho Concentrated Information Technology Park and the Hau Giang Digital Technology Park, hoping to create new growth poles for the region's digital ecosystem. In the digital society pillar, the rapid response support team and community digital technology teams continue to act as a bridge between the government and the people, especially in rural areas. Can Tho is also implementing electronic school records, health records linked to VNeID, and popularizing cashless payments; the "Can Tho Smart" application has become an effective interactive channel, supporting the quick handling of feedback and suggestions from citizens.

Firmly committed to digital transformation goals - the future for rapid and sustainable development.

Mr. Ngo Anh Tin stated that in 2026 and subsequent years, Can Tho City identifies digital transformation as the main driving force of socio-economic development and the foundation for promoting innovation in the growth model. Digital transformation is not only about applying technology, but also about transforming management, administration, and social interaction methods. The central goal for 2026 is to create a breakthrough: Promoting the provision of online services throughout the entire process, regardless of administrative boundaries; 100% of work documents will be processed online. The IOC center will be completed, operating synchronously and connected to shared databases and open data, serving management, administration, and socio-economic development forecasting. In particular, the digital economy will contribute at least 25% of the city's GRDP, creating a new growth impetus.

Notably, in 2025, Can Tho City signed strategic cooperation agreements with leading technology corporations such as the Military Telecommunications and Industry Corporation (Viettel), the Vietnam Post and Telecommunications Group (VNPT), and the GenAI Fund. This cooperation aims to develop infrastructure and digital transformation for the two-tiered government and solutions for developing the digital economy and digital society; and to promote the application of AI...

Mr. Nguyen Van Khoi, Vice Chairman of the People's Committee of Can Tho City, stated: From July 1, 2025, the two-tiered local government model will officially operate, marking a turning point in administrative reform in Vietnam. With a series of state management tasks being decentralized, delegated, and their authority defined at the commune and ward levels – the closest point of contact with citizens and businesses – the pressure to handle work at the grassroots level has increased significantly. In this context, AI emerges as an essential tool, helping officials and civil servants optimize efficiency and improve service quality. 

Can Tho City identifies AI as the knowledge infrastructure of the digital age, a new driving force for rapid and sustainable development. The city approaches it with the motto "clear objectives - clear solutions - clear effectiveness" to ensure measurable results, tangible outcomes, and the dissemination of benefits to citizens and businesses, based on the pillars of "infrastructure - data - human resources".

With a long-term vision, Can Tho strives to become the AI ​​development and application center of the Mekong Delta region by 2030. The focus is on building a regional data center combined with a high-performance computing (HPC) center; completing specialized databases and smart city data, connecting and integrating with national databases and databases of ministries and sectors through the National Data Center... aiming for a future of rapid and sustainable development, as vibrant as the arrival of spring.
