Fundamentally change the approach to digital transformation, using effectiveness and substance as the benchmarks
(CT) - On the morning of October 21, the Ministry of Science and Technology held an online program to celebrate the National Digital Transformation Day 2025.


Deputy Prime Minister Nguyen Chi Dung and leaders of central ministries and agencies attended the program. At the Can Tho City venue, Mr. Nguyen Van Khoi, Vice Chairman of the Can Tho City People's Committee, and leaders of city departments and agencies participated.

At the National Digital Transformation Day 2025 celebration program, central and local ministries, agencies, and businesses presented papers on solutions to promote digital transformation quickly, effectively, and more closely with the people, linked to decentralization, delegation of power, and the implementation of a two-tiered government model. Specifically, the Ministry of Science and Technology introduced the National Digital Master Architecture Framework; the Central Party Office presented a paper on "Issues Facing Digital Transformation in the Political System - Opportunities and Challenges"; the Bac Ninh Provincial Public Administration Service Center presented a paper on implementing data-driven leadership and management methods with the goal of best serving the people and businesses; and the Vietnam Post and Telecommunications Group presented a paper on solutions to promote people-centered digital transformation in a two-tiered government model… On this occasion, the Ministry of Science and Technology announced the 2024 ranking of digital transformation levels of provinces and centrally-administered cities; and honored collectives and individuals with outstanding achievements in digital transformation.

Speaking at the National Digital Transformation Day celebration, Deputy Prime Minister Nguyen Chi Dung emphasized: The 2025 National Digital Transformation Day, themed "Faster, More Efficient, and Closer to the People Digital Transformation," is a significant event aimed at raising awareness throughout society about the role of science and technology, innovation, and digital transformation; bringing digital transformation into reality and providing practical benefits to people, businesses, and society as a whole.

The Deputy Prime Minister requested that central and local ministries and agencies continue to accelerate the improvement of institutions; in the immediate future, they should urgently implement laws related to science and technology, and issue comprehensive guiding decrees and circulars. At the same time, they should focus resources on investing in digital infrastructure; promote the popularization and use of digital identities for citizens. They should promote digital transformation and the comprehensive application of digital transformation technologies, in synchronous integration with the national database system. A fundamental shift in thinking about approaching digital transformation should be made, using effectiveness and substance as the benchmark. The business community and citizens need to develop genuine digital enterprises and the digital economy, promoting the restructuring of business, production, and service models based on automated data and digital platforms to create new growth drivers and jobs for the economy; and develop sovereign digital platforms, prioritizing autonomy, security, and transparency.

On April 22, 2022, the Prime Minister issued Decision No. 505/QD-TTg on the National Digital Transformation Day. Accordingly, October 10th of each year is designated as the National Digital Transformation Day. 

According to the Ministry of Science and Technology, after 5 years, Vietnam's digital transformation has passed the initial phase and is now focused on raising digital awareness, building infrastructure, platforms, and basic public services. The impressive initial results reflect the efforts of the entire political system; these include the strong development of digital infrastructure, broadband telecommunications networks covering 99.3% of villages nationwide, mobile internet speeds averaging 146.64 mb/s (ranked 20th in the world), and 5G coverage reaching 26%. Vietnam's digital infrastructure is ready for a service boom, with significant progress in digital government and online public services. The percentage of online public services used by citizens has increased significantly, with nearly 40% of applications processed online, a nine-fold increase compared to 2019. These results demonstrate the initial effectiveness of efforts to build e-government and digital government. The digital economy is making an increasingly significant contribution, with the information technology industry's revenue reaching approximately $118 billion in 2024, a 24% increase compared to the previous year.
