This study was carried out based on the methodology of dialectical materialism to grasp objective and comprehensive, historical viewpoints thoroughly, specifically in the process of studying some subjects of topic’s content. In addition, other methods such as statistical analysis, synthesis, comparison, field survey, and investigation ...are also used.

Research results show that measures to integrate communication activities, dissemination education program in law on the festive activities, traditional activities, recreation programs, art shows, students Association's activities, Communist Youth Union…have contributed to improving the understanding and sense of respect for the law of the people in general and in particular the Khmer people. However, due to the leadership, management and advisor of staff in a number of committees, governments, unions have not been properly concerned, the combination of communication, dissemination, education in law at some places is not really uniform, tight, form, content, methods are also deal with monotonous. Since then, the quality of popular activities, law education is limited in Khmer ethnic minority people.

Thereby, to improve the efficiency of the communication, dissemination, education in law in Khmer ethnic minority people needs to conduct such synchronized solutions such as focus on communication and dissemination of the contents of law documents concerned on land, civil and family law…communication form must be suitable like opening regular training classes for ethnic subjects, training team for communication and dissemination, and education in law for people in residential areas, the communication should be held regularly through the organizations, unions, professional associations…investment law bookstores, local communication sound systems, issuing materials bilingual brochure (Vietnamese - Khmer), checking and evaluating implemention.
