This is one of the contents that Dr. Le Cong Luong - Deputy General Secretary, Chief of the Vietnam Union of Associations (VUSTA) mentioned in the scientific forum "Solutions to solve difficulties in implementing Resolution 27 / NQ-TW of Vietnam Association for Intellectual Mobilization."

Speaking at the forum, Dr. Le Cong Luong emphasized that nearly 10 years of implementation of the Resolution No. 27-NQ / TW on the building of intellectuals in the period of accelerating industrialization and modernization of the country has created positive changes in perception and actions of the whole political system.

However, the implementation of resolutions in some ministries, departments, unions at the central and some localities are slow, not serious and not meet requirements.
