Applying science and technology to impact on boosting production and business of localities.
A report of the local Department of Science and Technology Development (Ministry of Science and Technology) at a recent online conference of the director of the Department of Science and Technology shows that in 2019, the Ministry of Science and Technology has considered supporting localities to implement nearly 200 S&T tasks. Along with that, localities have implemented 3,707 S&T tasks at all levels, including 1,393 new open tasks, the rest are transitions.
In economic conditions, the state budget is still difficult, but localities are always interested in investing in S&T activities, in which the budget for S&T is allocated by many localities higher than the number assigned by the central government. Remarkably, 35/63 localities established the S&T Development Fund, of which 4 localities mobilized additional contributions from enterprises.
The total budget of the funds is 753,727 billion VND, mainly from the state budget. In addition to funding from the state budget, in 2019, localities mobilized 3,758.1 billion VND, mainly as a source of counterpart funding from enterprises to perform S&T tasks.
The localities continue to spend about 70% of S&T funding from the state budget to support the research, application and technology development activities. This activity was implemented in the direction of improving the applicability and socio-economic efficiency along the product value chain, focusing priority on key, typical and advantageous products of the locality, so they have promoted the research results.
Thanks to the interest in issuing support policies, many businesses have boldly invested in technological innovation to improve improve product quality. In 2019, 13,997 manufacturing and trading enterprises engaged in technological innovation activities; 161 enterprises were approved by the province to support technology innovation; 90 technologies were transferred and put into application; 72 technology transfer contracts were implemented with a total value of 3,650 million VND. |
