The 6th Ho Chi Minh Prize and State Prize of Science and Technology: Strict requirements on procedures and documents for considering donation
The Ho Chi Minh Prize and the 6th State Prize for Science and Technology (Prize) have started to consider and give prizes to the grassroots level from December 1, 2020. The Councils of awarding prizes from the grassroots level to the ministries, branches and localities should pay attention to the procedures and dossiers to ensure compliance with regulations to avoid errors.

The request was emphasized by Deputy Minister of Science and Technology Pham Cong Tac at the Conference of popularizing and implementing the plan to organize the Ho Chi Minh Prize and the 6th State Prize for Science and Technology in the South, organized by the Ministry of Science and Technology on June 11, in Ho Chi Minh City.

In the first phase, the work considered for award is a research project since the founding of the Democratic Republic of Vietnam. Therefore, the award appeared many famous faces in the science and technology of Vietnam, such as Professors Ta Quang Buu, Tran Dai Nghia, Dang Van Ngu, Luong Dinh Cua, and etc are honored. Recently, scientific works participating in the award focused on the period of national renovation and construction.

Mrs. Le Ngan Giang, Deputy Director of Department of Emulation and Commendation, said the 6th Prize is implemented in accordance with Decree No. 78/2014 / ND-CP dated July 30, 2014 of the Government on the Ho Chi Minh Prize, the State Prize and other awards on Science and Technology and the Government's Decree No. 60/2019 / ND-CP dated July 5, 2019 on amending and supplementing a number of articles of Decree No.78/2014 / ND- CP.

Accordingly, a number of new and additional points will be implemented in the stage of awarding the 6th Prize, specifically each project can register only one of the two awards (Ho Chi Minh or the State Prize ); works that have been awarded the Ho Chi Minh Prize are not allowed to be considered for the State Prize and vice versa; works that have previously participated and won a ministerial award can register to participate in considering the Prize;

At least 3 years of publication or practical application or effective innovation application of at least 1 year, counting from the time the agency in charge of considering and organizing the award receives dossiers of works proposed for consideration; works proposed for consideration of awards as a result of performing S&T tasks using or receiving financial support from the state budget must be registered and stored in the results of S&T tasks implementation in accordance with law.

Mrs. Le Ngan Giang also emphasized that the awarding process is conducted at 3 levels: grassroots level; ministries, localities, State. In particular, for works of the author without a management agency, the provincial / municipal Department of Science and Technology will receive the dossier and set up a Prize Considering Council.
