Build digital infrastructure so that Ho Chi Minh City belongs to the top 5 localities in e-government and smart cities
Promoting the application of IT has been focused on by localities across the country to digital transformation in the operation of state agencies, e-government development (e-government), to improve efficiency of the state administrative apparatus and quality of service to people and businesses.


To realize this goal in the next 5 years, Ho Chi Minh City (Ho Chi Minh City) has promptly issued important documents, including: Plan for IT application in state agencies, digital goverment development and ensuring network information security in the period of 2021 - 2025 and the program of implementing the Project of Ho Chi Minh City construction to become a smart city (TM) until 2025.

Ho Chi Minh City is in the group of 5 leading localities in e-government

According to the plan of IT application in state agencies, developing digital government and ensuring network security for the period of 2021 - 2025, the city will focus on developing digital infrastructure to serve state agencies in a centralized, smooth manner, creating open data is easy to access, use, and enhance publicity and transparency towards digital government, digital economy and digital society, ensuring information security and network security.

The plan sets a number of high goals to serve the people, businesses including: 100%  online public services  at level 3, 4 are popular, involving many people, businesses are integrated into the National public services; 100% transactions on national public services, public services portal and electronic one-stop information system in Ho Chi Minh City is authenticated electronically.

The rate of dossiers handled by online public services at levels 3 and 4 over the total number of dossiers reaches 50% or more; 80% of administrative procedures meet the requirements of implementing online services at levels 3 and 4.

Next is that 40% of the people and businesses participating in the electronic government system in the city have an electronic identity verified smoothly and unified from the Central System.

The plan also sets out that 60% of the information systems of departments, agencies, cities, Thu Duc and districts are related to the people and businesses that have been put into operation, and are connected and via Integrated Data Sharing Platform; Information of people and businesses is digitized and stored in the data center of the city without having to be re-provided.

Shared data warehouse and data ecosystem of the city is connected to national databases (including national database on population, land, business registration, finance, insurance) to serve digital government development, serving the people and socio-economic development.

The plan clearly states Ho Chi Minh City achieved the target of the group of 5 leading localities in e-government; belong to the group of 3 leading localities in IT, group 3 on network safety and security.
