In the context of global integration and the strong development of the Fourth Industrial Revolution, science, technology and innovation have become the most important inputs of modern production forces, which have a decisive influence on the quality of life volume and growth rates of economies.

In order to create favorable conditions for the development of science and technology, over the past time, the legal system has continued to be perfected, the scientific and technological management thinking has been renewed strongly in the direction of directly serving economic growth, in line with the development situation and new generation free trade agreements. The most positive innovations focused on improving investment and financial mechanisms, mobilizing non-state budget funds for S&T; increase the participation of businesses; perfect the policy of attracting, employing and appreciating cadres, especially Vietnamese scientists in foreign countries and foreigners in Vietnam.

The Ministry of Science and Technology also coordinates with ministries, departments, branches and localities to effectively implement national S&T tasks, basic science development programs, tasks in the fields of social sciences and humanities, science and technology. The structure of expenditure on science and technology has changed in a positive direction: expenditure from the state budget is 52%; from enterprises increased to 48%. Many large investment projects have been implemented in Hoa Lac Hi-Tech Park. The registered capital and production value of the three national high-tech parks have both increased. The number of S&T enterprises has increased rapidly with thousands of enterprises operating under the model of S&T enterprises. The innovation startup ecosystem is growing day by day.
