Sharing information at the regular press conference of the second quarter of 2023, the leaders of the Ministry of Science and Technology said that the Ministry has developed a draft Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations; a dossier of request for formulation of a Law amending and supplementing a number of articles of the Law on Science and Technology and the Law on amendments and supplements to a number of articles of the Law on product and goods quality, quality assurance and progress to submitted to the Government.

The Ministry also submitted to the Government and the Prime Minister for promulgation 04 documents, including: (1) Decree No. 28/2023/ND-CP dated June 2, 2023 defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology; (2) Decision No. 12/2023/QD-TTg dated 15/5/2023 on granting Certificate of technology transfer encouraging transfer; (3) Decision No. 14/2023/QD-TTg dated May 24, 2023 on promulgating the list and roadmap of energy-using vehicles and equipment that must be removed and low-efficiency generating sets not to be newly built; (4) Decision No. 587/QD-TTg dated May 29, 2023 approving the Plan to reduce and simplify regulations related to business activities under the management function of the Ministry of Science and Technology.

In addition, the Ministry of Science and Technology has completed and submitted to competent authorities 08 draft documents/projects, specifically: (1) Decree detailing a number of articles and measures to implement the Law on Intellectual Property on industrial property, protection of industrial property rights, rights to plant varieties and state management of intellectual property;

 (2) Decree on high-tech zones; (3) Resolution on transferring Hoa Lac Hi-Tech Park to Hanoi People's Committee for management; (4) Resolution promulgating the Government's action plan to implement Resolution No. 36-NQ/TW dated January 30, 2023 on the development and application of biotechnology for sustainable development of the country in the new situation; and etc.
