The Resolution of the 13th National Party Congress affirms that one of the key tasks and solutions to implement the 10-year socio-economic development strategy for the period of 2021-2030 is to strongly develop science and technology and innovation to create breakthroughs, improve productivity, quality, efficiency and competitiveness of the economy.

However, besides the results achieved in the past time, science, technology and innovation are still not really the driving force and foundation for socio-economic development, growth, economic structure and increase social labor productivity, many problems of innovation practice have not been promptly answered.

To implement the views and orientations of the Party and State, worthy of the role and mission of the field of science and technology, the Prime Minister requested the Ministers of Science and Technology and Finance, Planning and Investment and President of Vietnam Academy of Science and Technology, President of Vietnam Academy of Social Sciences according to their assigned functions and tasks, and coordinate with ministries and agencies to review current legal provisions in the field of science and technology, advise and propose the Government and competent authorities to amend and supplement breakthrough mechanisms and policies, comprehensive effective solutions, to promptly remove difficulties and obstacles, strongly innovate, promote scientific and technological development and encourage innovation.
