One of the key tasks and solutions for the implementation of the 10-year socio-economic development strategy 2021-2030 is to strongly develop science, technology and innovation. The Resolution of the 13th National Party Congress affirms that one of the key tasks and solutions to implement the 10-year socio-economic development strategy 2021-2030 is to strongly develop science and technology and innovation to create breakthroughs, improve productivity, quality, efficiency and competitiveness of the economy. However, besides the results achieved in the past time, science, technology and innovation are still not really the driving force and foundation for socio-economic development, growth, restructuring. economic structure and increase social labor productivity, many problems of innovation practice have not been promptly answered.

The Prime Minister assigned the Minister of Finance to assume the prime responsibility for, and coordinate with the Ministry of Science and Technology, ministries and agencies in, urgently studying, amending and supplementing regulations on finance, investment and property.  In which the mechanism of allocating capital for science and technology activities is noted under the fund mechanism, improving the operational efficiency of science and technology development funds; formulating and promulgating a financial accounting mechanism for enterprises investing in science and technology, proposing incentive policies strong enough to encourage enterprises to invest in science and technology activities, promoting the establishment and improvement of the effective use of the enterprise's science and technology development fund; remove obstacles and limitations on credit, capital, tax, land, support to access the market and ect., especially for innovative start-up businesses, so that they can truly become the center of their innovation system; urgently amend and supplement regulations in order to improve operational efficiency, simplify payment and settlement procedures for scientists and scientific management agencies when performing scientific and technical tasks using state budget, ensuring efficiency, avoiding wastefulness and negativity.
