Ensuring people's right to access to clean water

The Ministry of Construction is developing a draft proposal for the development of a Law on Water Supply and Drainage and collecting comments from affected entities. Draft regulations on development strategy, planning for water supply and drainage; conditions for water supply business; selection of water supply and drainage units; investment in construction, operation and exploitation of water supply and drainage works; management of water supply and drainage services; financial management, service charges for water supply and drainage, etc. It is expected that the document will affect businesses engaged in the production, supply and consumption of clean water; drainage and wastewater treatment.

Regarding the need to develop the above document, the Ministry of Construction said that clean water is a special food and commodity that has a direct impact on health and all other essential activities of human life. In addition, all socio-economic development activities of the country are related to the use of water resources and clean water sources.
Incidents in water sources and water supply works affecting human life, and health in the service area (one area in an urban area to many urban areas and rural areas); affected by climate change, socio-economic development, terrorism, political security. The United Nations General Assembly on July 28, 2010 adopted a resolution recognizing access to clean water and sanitation as a fundamental human right.
Many countries around the world also regulate the use of clean water as a human right. In Vietnam, along with the growing socio-economic conditions, the quality of human life is increasingly concerned, ensuring access to safe and sustainable clean water needs to be institutionalized in line with the inevitable development needs of the world. |
