The plan aims to support raising awareness of digital transformation for 100% of small and medium enterprises (SMEs) by 2025, and support at least 60% of SMEs to use digital platforms. Along with that, establish a network of digital transformation consultants across the city.

Accordingly, Ho Chi Minh City focuses on synchronously implementing three groups of solutions including: Perfecting the legal environment to facilitate and encourage digital transformation activities of SMEs; Deploying a data management strategy and developing digital infrastructure to support and create a solid foundation for the digital transformation process of enterprises; Building a network of consultants, organizing training programs and in-depth consulting on digital transformation for SMEs.

According to the digital transformation plan and roadmap, Ho Chi Minh City People's Committee has identified priority for promoting digitalization in the following areas: healthcare, education, employment, tourism, agriculture, natural resources - environment, and logistics.

To achieve the goal, the City People's Committee assigned the Departments, branches and People's Committees of districts, towns and Thu Duc City to support businesses in registering accounts on the Program's Information Portal at http://smedx.vn. At the same time, mobilize SMEs, cooperatives and business households in the City to participate in accessing, updating information, raising awareness of digital transformation at the above address and https://dbi.gov.vn, using digital platforms for digital transformation.

Departments, branches and localities organize conferences and workshops on digital transformation of enterprises to provide information, share experiences, introduce and apply digital platforms to support enterprises in digital transformation.

The Department of Information and Communications is responsible for coordinating with the Department of Digital Economy and Digital Society - Ministry of Information and Communications to select suitable digital platforms to introduce small and medium enterprises, deploy solutions to support businesses in using digital platforms. Along with that, sign support and cooperation agreements with associations and businesses providing excellent digital transformation solutions to support businesses in the area.
