The conference was held to assess the implementation of resolutions of the Party Central Committee, the Politburo, and the Secretariat on science and technology development; thoroughly grasp and deploy Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, creating a breakthrough change in awareness and implementation, contributing to the country's development into a rich and powerful country in the new era - the era of national development.

In recent times, our Party and State have had many policies and guidelines to promote the application and development of science and technology, promote innovation and digital transformation, proactively and actively participate in the Fourth Industrial Revolution, and achieve many important results. However, the speed and breakthrough in the development of science, technology, innovation and national digital transformation are still slow; the scale, potential, level of national science, technology and innovation are still far behind that of developed countries; awareness of many levels, sectors, cadres, civil servants and people about digital transformation is not complete and profound; Research, application of science, technology, innovation have not made any breakthroughs, have not mastered strategic technologies, core technologies; legal institutions, mechanisms, and policies have not met requirements; high-quality human resources are still lacking; infrastructure is not synchronous, especially digital infrastructure, there are many limitations; information security, safety, and data protection still have many challenges, and etc. In this situation, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology development, innovation, and national digital transformation, and etc.

Speaking at the Conference, General Secretary To Lam emphasized 8 tasks and solutions, especially breakthrough tasks. In particular, the General Secretary requested that first of all, there must be unity of perception and action, identifying the development of science and technology, innovation and digital transformation as strategic tasks of the entire Party, people and army. The Central Committee has set an example in action, with the Action Program thoroughly implemented, Party committees and authorities at all levels need to concretize the Resolution with practical plans, taking implementation results, as criteria for emulation and reward evaluation, and etc.
