Realizing the key role of science and technology (S&T) and innovation, Quang Ninh has implemented many specific action programs in all sectors. A notable result is that the proportion of high-tech products and high-tech applied products in industrial production in the whole province reached 45.24% in 2020, exceeding the target set by Resolution 20-NQ/TW. From 2021 to 2024, the total factor productivity (TFP) index contributing to the province's GRDP will remain high, from 43.48% in 2021 to 50.01% in 2023 and still remain above 50% in 2024.

Over the past 5 years, Quang Ninh has implemented 108 provincial-level science and technology tasks, focusing on practical requirements and prioritizing socio-economic development programs, environmental protection and preservation of local culture. The rate of applied research results reached nearly 90%, helping to save the state budget more than 28 billion VND, equivalent to 9% of the total investment. In 2024 alone, the province spent more than 126 billion VND on science, technology and innovation activities, while mobilizing social resources to invest in this field, recording many positive results from businesses and the community.

To date, Quang Ninh has established 25 science and technology enterprises, among the localities with the highest number in the country, along with 33 science and technology organizations, 2 high-tech agricultural zones, and 39 standard laboratories. The application of science and technology has dramatically changed agricultural production, shifting from small-scale models to concentrated production and traceability.

Currently, 249/394 OCOP products of the province have been protected by intellectual property rights, increasing their value by 15-20%. In the industrial sector, enterprises, especially in the coal industry, have proactively designed their own equipment to reduce costs and product prices. The health and education systems have also invested in modern technology, improving the quality of services and teaching, honoring strong innovation in many different fields in the province.
