These activities aim to encourage research, development, application and transfer of the latest technical advances, thereby improving the quality and competitiveness of agricultural products in the province. At the same time, the department also focuses on building a favorable legal environment so that people and businesses can invest in agriculture and rural areas more effectively.

Currently, the province has 217 high-tech agricultural production facilities, including many livestock and aquaculture facilities that use modern technologies, especially high-tech production and processing facilities. In addition, 65 facilities have been certified with VietGAP or food safety standards, and more than 1,500 agricultural and aquatic facilities have been granted food safety certificates. Food businesses have also been certified for safe food supply chains, and many agricultural and aquatic products have had their quality announced. High-tech facilities are constantly expanding, contributing to the creation of clean, safe products and increasing product value in the market.

Quang Binh's agricultural sector also pays special attention to supporting the application of new high-quality varieties to promote crop structure towards increasing economic value. Currently, more than 80% of rice area, 70% of corn area and 40% of fruit tree area in the province have used new varieties. In addition, the quality improvement production model also combines the use of biological products, such as organic microbial fertilizers, organic mineral fertilizers, biological mineral foliar fertilizers and bio-composting products to produce clean and safe products for consumers. The sector also focuses on developing programs to improve cattle herds, lean pig herds, and convert ineffective cropland to grass for livestock farming, thereby helping farmers gain higher profits. Many organic, biosafety and disease-safe livestock models have been implemented, such as the high-tech lean pig farm of Buntaphan Quang Binh Livestock Company Limited, the farm of Tabico Company Limited or the beef fattening farm of Le Dung Linh Company Limited. In the field of aquaculture, the industry has supported the production of new potential breeds, such as mullet, cobia, spotted catfish, eel, and at the same time widely applied biological products in treating the pond environment and improving production efficiency with modern technologies, such as Bio-floc, EM or probiotics, helping to reduce the amount of water changed and limit the use of chemicals, ensuring a safe farming environment, friendly to the health of consumers.
