Accordingly, the plan sets the target of striving for 100% of specialized Youth Union and Association officials at all levels working to support young startups to be trained in basic knowledge about startups and supporting young entrepreneurs. 100% of provincial and municipal Youth Unions have propaganda activities to raise awareness about startups and digital transformation for young people. 100% of Youth Unions and Student Associations of universities and colleges organize propaganda activities and train students in startup skills.

Regarding support activities, the Youth Union and Association at all levels strive to support at least 2,000 young startups; of which, 100 students, 250 innovative young startups and 100,000 young people are equipped with knowledge and training to improve their capacity in startup. Strive for at least 35,000 young startups to receive advice and support in business development; 70% of provincial and municipal youth unions establish advisory councils to support young startups or establish centers and clubs to support young startups in provincial and municipal youth unions; 50% of provincial and municipal youth unions have institutions to support young startups. Each province and city supports the establishment and development of at least 1 school-level innovative start-up club; supports the establishment of at least 50 cooperatives owned by youths.
