At the same time, the city focuses on promoting innovation activities, forming a startup ecosystem, connecting research centers and training facilities with businesses to stimulate creativity and attract high-quality resources, contributing to creating a solid foundation for sustainable development.

In addition, Ho Chi Minh City will restructure and build a unified digital infrastructure, apply artificial intelligence and cloud computing, while ensuring information security and network security, to improve the quality of life and shift the economic structure towards industrialization and modernization; at the same time, focus on developing quality human resources, promoting creativity of the whole society, promoting regional connectivity and international integration in science and technology.

Within the framework of key solutions, Ho Chi Minh City focuses on leadership and direction by perfecting the Steering Committee for Science and Technology Development, Innovation, and Digital Transformation, along with issuing plans and documents clearly guiding tasks, time, and products for departments and localities, while integrating the content of Resolution No. 57 into the city's socio-economic development strategy.

In addition, the City People's Committee determined to raise awareness, create breakthroughs in thinking as well as political determination in developing science and technology, innovation and digital transformation. This will be done through activities, such as organizing learning, thoroughly grasping the resolution, promoting communication, opening a propaganda page, launching the "digital learning" movement and building a "digital culture".

In addition, the city also emphasized the improvement of legal institutions, the removal of development barriers, and proactively reviewed and proposed amendments to regulations on land, intellectual property, tax, and credit to promote research, high-tech application, support businesses and people in using digital services; and at the same time, build investment policies and strategies for high-tech fields, such as artificial intelligence, biotechnology, and renewable energy.
