Promoting digital transformation: The foundation for a new apparatus to operate smoothly and effectively

On June 19, Comrade Tran Cam Tu, Deputy Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation, issued Plan No. 02-KH/BCĐTW to promote interconnected, synchronous and rapid digital transformation in the political system to match the contents of the new organizational structure arrangement, in the spirit of urgent action, with a clear roadmap through two phases and specific responsibilities assigned to each level and sector.

The goal is to develop comprehensive digital transformation, improving the operational efficiency of the new apparatus after the arrangement.
In the context that the National Assembly has just passed many resolutions, such as amending the 2013 Constitution, the Law on Organization of Local Government and the decision on the arrangement of provincial-level administrative units, the plan aims to build a streamlined and efficient apparatus from July 1, 2025. Digital transformation plays a key role in reorganizing operations based on digitalization, digital data and digital interactions, while requiring innovation in thinking and working methods, putting people and businesses at the center, and taking their satisfaction as the main measure.
The plan consists of two phases: the urgent phase until June 30, 2025 focuses on removing institutional, infrastructure and data bottlenecks to ensure the continuous and effective operation of the local government system; the breakthrough phase until the end of 2025 aims to complete and standardize data, improve online public services and build a solid foundation for the next steps of development. From July 1, 2025, the goal is to provide unified online public services nationwide through the National Public Service Portal, gradually replacing individual services at the provincial level, with a plan to maintain and develop 25 existing services and provide 982 new services, reduce procedures and costs, and promote the use of data to replace paper documents. |
