Ho Chi Minh City plans to exempt and reduce taxes for innovative start-ups to increase the number of these businesses when implementing Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of opportunities, specific policies and regimes for the development of Ho Chi Minh City.
Prime Minister Pham Minh Chinh has just signed and promulgated Document No. 690/TTg-KGVX requesting relevant ministries and agencies to review, advise and propose amendments and supplements to comprehensive and effective breakthrough mechanisms and policies solutions to promote science and technology development and encourage innovation.

The draft project "Building a promotion mechanism to form and develop a research center of international standards" developed by Ho Chi Minh City Department of Science and Technology, aims to have 2 units approaching the international level by the end of 2025, by 2030, there will be 5 units approaching international standards.
Department of Standards, Metrology and Quality under the Quang Ninh Department of Science and Technology is assigned to assume the prime responsibility for performing the tasks as planned by the Provincial People's Committee on the implementation of the National Program to support enterprises to improve productivity and product quality, goods in the period of 2021 - 2030 in Quang Ninh province.
