At the meeting with Economic - Budget Committee of HCM City People's Council on September 7, 2017, Mr. Nguyen Viet Dung - Director of Ho Chi Minh City Department of Science and Technology asked what the way for startup products to enter the market, When the scope of activities of Ho Chi Minh Department of Science and Technology is limited to accepting products, sending scientific research results to departments and businesses.

The establishment and development of startup start-up innovation ecosystem to help commercialize science and technology products is the direction that Ho Chi Minh City Department of Science and Technology is implementing. Establishing a start-up community will also help cement small business groups, as they do not have mutual trust, difficult co-operation, and fragmentation.

To increase revenue for the budget from the S & T application business group, Mr. Dung also suggested that the City needs formal information channels with publicly available information on public investment projects and opening the public service market, capacity requirements, creating the opportunity for businesses to participate in the bidding process with high efficiency procedures.
